OECD: Polish OGD agenda ambitious but lacks implementation

Polish efforts in open data have largely been sequential and benefited little from involvement of non-government actors. This has left a vacuum in advancing an OGD agenda whose objectives and potential impacts would be shared and understood by all actors. This is the main conclusion from the 'Open Government Data Review of Poland' recently published by the OECD. As a result, Poland currently trails the OECD's OURdata Index on open, useful, and re-usable government data.

Despite these conclusions, the OECD is optimistic, stating that the countries now leading the OURdata Index were in a similar position some years ago.

Recommendations

The authors of the report recommend for the Polish government to:

• engage communities and foster the development of a dynamic open government data ecosystem;
• stimulate ambition in the public sector in order to move from compliance-driven efforts towards a common vision and ownership;
• formulate a common narrative and promote national "champions" to stimulate proactive data release across government.
