Civil society pushing open source in Bulgaria

Requirements added to preliminary criteria for eGovernment projects

The civil society organisation Obshtestvo.bg Foundation has been pressing as well as helping the Bulgarian government to incorporate open source in its legislation. Open source is now the preferred development form for eGovernment projects. The Bulgarian Council of Ministers has voted that the same requirements will be applicable to all government-funded software projects.

Abstract

The Regional Government of Andalusia in Spain has been using mail systems based on open source software since 2001. The main driver was cost: Exchange for many tens of thousands of users is breathtakingly expensive.

Our work here follows the decades old Unix way: you make small things that perform simple tasks, and then you assemble them as needed. The economic gains relative to proprietary solutions must be huge. Vendor proposals ended prematurely when we mentioned that our present costs were around 4 euro per user per year.

  • Na het terugplaatsen van de rotor moet je de moer op de krukas flink aandraaien. Eigenlijk heb je hierbij speciaal gereedschap nodig om de krukas tijdelijk te fixeren. Wij doen dat door een grote schroevendraaier door een van de gaten van de rotor op de grondplaat van de stator te plaatsen. Maar als je dat niet heel voorzichtig/precies doet, dan verpest je je spoelen of breekt er iets af, dus zo'n shortcut zouden we nooit aan een ander aanraden! 😉 (serieus!)
